The most useful government reform
Probably the most useful government reform I can think of would be to have an unwaivable requirement that in order to vote in favor of any bill, a Senator or Representative must be present on the floor of the house for a reading aloud of the entire bill.

I like it, Eric — anything to get laws passed that are simple, straightforward, and sane.
Even if they’re present, they could (and would, no doubt) easily distract themselves with other work, conversation, etc.
How about this idea? Require that all voting on the bill take a multiple choice exam regarding five specific elements of the bill in question. In order to vote on the measure, the person must get 4/5 questions correct. That would at least force them to, you know, actually read each bill before voting.
