Require that all voting on the bill take a multiple choice exam regarding five specific elements of the bill in question. In order to vote on the measure, the person must get 4/5 questions correct. That would at least force them to, you know, actually read each bill before voting. Even if they’re present, they could (and would, no doubt) easily distract themselves with other work, conversation, etc.
